Linux's  second  and third extended  filesystem  (aka ext2 and ext3) is designed in such a way that disk fragmentation is prevented 98% of the time on many  disks.  This means that there is no need to have any sort of defragmentation  tool;  the  filesystem  does  such  a good job of avoiding fragmentation that such a tool would be a waste of time.
The ext3 file system is a journaled filesystem. If the power is suddenly cut, it resumes from where it left of in less than a second. No need to run checking programs when the computer turns back on.
